A cat is going to be more independent than a dog. While a cat does need love, some grooming, and daily meals and water, they don’t need to be taken outside for bathroom breaks. A dog needs daily walks, trips out for bathroom breaks, grooming, meals, and playtime.
If your parents aren’t very mobile, a cat may be a better idea. If they do want a dog, a less active breed, such as a bulldog, is a better fit. Dogs like border collies and huskies need a lot of exercise. If your parent insists on an active dog, you’d need to hire someone to make sure the dog is exercised each day.
